Question:
The original mount had rubber both above and below the rear crossmember with a steel bushing between. The replacement body mount I got (Energy Suspension Set) is just solid material with no sleeve. Do I just put a big washer on a new bolt and bolt it up?

Been very pleased with mine.
On the bolts. I used 2 drops of blue Locktite #242 on each, and just snugged the bolts down. The body must have room to flex some.
The PITA mount, is the one under the grill.

Dang- When I bought the kit many many years ago, it did have the sleeves.
You maybe able to use larger 'fender washers' then. Just make sure the washers don't rub the frame area. As that's a squeak that will drive you 'n nutz, to find-BTDT.
Thought the poly mounts had the tube molded in?
The tube on the OEM style rubber mounts is there to prevent them from over compression when the bolts are torqued to spec. Which is why the tube/top hat style have to be cut down (all but the 2 forward ones).
Now, if you get an oem rubber set that doesn't have the sleeves or maybe a poly set that doesn't have the sleeve molded in, you can get a much better set at the junkyard. YJ's used a heavier metal and have a mushroom shaped top that fits perfectly over the top of the rubber mounts. Just can't remember if it is the front 4 or the rear 4 that fit. One has a smaller diameter tub than the other.
Again don't know if they would work with the poly mounts.

The left is a CJ body mount, right is a YJ. YJ rubber mounts don't fit the frame mounts on a CJ, center diameter is bigger on YJ.

When the "donut" is placed on the bottom it would look like this. The tube then keeps the "donut" from being compressed to far.
And not the best pic, was using a bolt that was too long so had too add washers, but shows where the tube stops the rubber bushings from over compressing. The poly bushings don't compress.
At any rate, hope this helps understand what the purpose of the tubes are.
Might want to verify if the tubes are or are not molded into the bushings. An old set of mine did. Probably why the center diameter is smaller.

I just redid all of my mounts. I had a bunch of welding to do to repair areas around where the body meets the mounts. I used the
Daystar KJ04502BK Comfort Ride 1" Body Lift Kit which came with everything I needed(except the sheet metal need for repairs). It is a 1" lift too which really looks good. The installation guide said 2-3 hours. I had to multiply that by 10 in order to deal with snapped bolts and reconstruction. It was a PITA but was badly needed. The rear driver side corner was not doing anything any more. Good Luck!
Thank so CJake7, that looks nice. I wish they made plain old replacement mounts. It seems like all the body lift kits come with everything, but my CJ already has a 4.5" suspension lift, so I am not looking to go that route. I know what you mean about the body mounts. That is exactly what I am doing, fixing the rear end mounts with a welder.
You could always go with the plain old rubber. The kits even come with the grill bushings now!!!! Only took the after market a couple of decades to figure out they need to be replaced too.
