Bolts in plate under gearboxes

A little background.
I have a 1986 CJ7 that has had a 4.0 and t18a swapped in, mated to the stock Dana 300 .
There is a plate underneath the gearboxes.
There are bolts, the threaded ends, that protrude from this plate.
Now, pre-engine swap, I never noticed these, so I don't know if that is normal or what. But, they look like a great thing to snag on a rock or something.
Can someone explain to a dummy (me) what I am seeing there?
