My clutch doesnt engage until a couple inches from the top.
How do I get it to engage sooner?Shorten or lengthen the rod?

shorten the adjustable rod at the clutch arm. between the bell crank and the clutch arm.
loosen the lock nut and shorten it , then tighten the lock nut again.

Put in a new clutch and it engages too soon.Has about 1 1/2 -2 in free play
Which way do I need to take the adjuster longer or shorter?

You need 3/4 to 1 inch of free play on the '76 and '77 CJs (later years need 1 to 1.25 inches)
You need to extend the adjustable link
You should have just over an inch of free play to the pedal.

First check over your clutch linkages to make sure something isn't out of place. The clutch fork (part 3) pivots on a ball. To adjust the clutch pedal travel you need to screw part 4 and 2 OUT make that assembly LONGER.

Let's make sure we are on the same page here.
Your CJ needs 3/4 to 1 inch of free play. By that I mean you should push the pedal 3/4 to 1 inch before the clutch moves. If you have 1 1/2 to 2 inches of free play that is too much. You need to make the clutch linkage LONGER.

Got it lined out.Lengthened the rod set the play little over an inch and does great.Engages almost half way and doesnt grind going into any gear.
THANKS
