Since an electric fuel pump is mostly better at pushing than pulling, the fuel is pretty much siphoned to the pump from the tank. To have a siphon effect, placing the pump as low as possible will allow the best operation. This also requires the fuel tank breathing system to be operational. The Mopar high pressure mpfi system has its pump right next to the fuel tank and the Howell low pressure tbi system has its setup as low as possible at a point close to the tank as yours is. You could check the siphoning system on your vehicle by removing the gas cap and the hose prior to the pump, it should flow freely. If you do not take your vehicle on the rocky mining roads Colorado is famous for you will be fine, otherwise you might want to move it up a bit.
 
Thank you sir. i moved the pump so it sit above the skid plate, maybe 1/16 higher then before.
