Jeff, I had my carb (MC2100) bowl float set too low, and when she leaned, engine would falter. It has to be fuel, and more'n likely, carb.

Most Jeep CJ issues like you speak of are electrical.
It could be in the ign switch and it's connections.
Do you have the 'horseshoe' connector on your coil? These are a well known for this issue.
Check all of you electrical connections to be sure they are TIGHT and clean.
PLEASE, include more details.

- '84 CJ7 - 430hp 401 on propane - T18a/D300 twinsticked, Superior axles, Lockers, full boatsides, Warn 8274, OBA, 36" TSL's.
If it's running good on the flat, and acting up on "rough trails" I would say carburetor.
