That's an option to, which ever is least expensive.
Hell a drill and tap could be done at home.
Those 2 are good options along with welding, I'd never epoxy them shut.
 
As much welding it would take, and as susceptible cast iron I6 heads are to warping I would do as GEPR has done and tap and plug the water passages.

I never liked the epoxy idea either and wanted something that would last a long time( in uses and not mounted on an engine stand for years):eek::D It is there when I need it though.
