Fuel gauge issues

I have a slowly moving or not moving fuel gauge. Would the sender be more of a ware item then the gauge? I do not think it is a ground issue Because it works but slowly.

About 80% (maybe more) of all electrical issues can be traced back to a grounding issue of some sort however note the wire link between fuel gage and the temperature gage; this is often an issue for proper function. The info pictured is from a 1977 Service manual but should be similar to your 1983.
