Can a person bench test a new fuel sender to see if it is working before installing? It shows no renitence on the meter.

Driver007, I just installed a new one in my CJ7 AMC 304 . It is simply a variable resistor in which a wiper attached to the float sweeps across a coil of resistor wire wrapped around a mandrel.

If you remember that a short wire attaches to frame ground, while another wire, purple I believe in my CJ7 , runs to the fuel gauge. A volt-ohm meter should be able to measure the variable resistance.

Do I need to do it in line or can I do it separate.
 
When I bench test it does not show any value just stays at zero no matter were you put the float.
 
You are checking for ohms right? On John Strenk's New Gauge Page, there are the proper readings you need plus other info on gauges.

Yup the ohms reading does not change. The company is sending out a new one.
