Fuel, Spark, timed, but wont start even with starter fluid

I have a 1980 CJ5 with a AMC 258 i6 / 4.2l CI, 4 speed Transmission . 2 barrel carb. sat for 4 years
dropped the Tank and cleaned it and cleaned the fuel lines.
Took carb apart and cleaned it all up and it is functioning
new starter, new solenoid, New battery,
Pulled Distributor out and reset it TDC on the compression stroke
with correct timing order to the plugs to make sure of timing.
I have fuel going into the motor,( i can see it when i open the butterfly sitting in the intake).
I have a nice blue spark.
i dont have a compression tester, but it will blow my finger off the spark plug hole on the compression stroke.
However it will not start even when i try starter fluid, or gas in the carb.
It just turns and not even a sputter.
It cranked up and ran for about 15 seconds yesterday while i was working the carb to keep it running. it died and will spin over with no start.
I have read other forums on here and I see others have had the same problem. but after reading the whole thing they just say problem fixed and dont tell what was wrong. I am up for any advise. I am a good mechanic but i am stumped.
