I have a 1977 CJ5 and the heat riser valve is not free moving. I can move it with a pliers and I don't care if it is working properly but what position should it be in when the engine is hot, with the flat vertical or horizontal?. I do not want to take the manifold off because I fear broken bolts.

Hot engine, the opening should be closed to block heated air from the exhaust manifold from entering the carb.

I understand that but visually how do I know if it is open or closed?
Is the flat face of the counter weight that is on the outside of the exhaust manual vertical or horizontal when the engine is hot?
 
Look inside the air cleaner intake to see.

Heat riser valve located on passenger side V8 exhaust manifold.
Between the header pipe and the exhaust manifold.
I believe that is what OP is talking about.
 
Well, I can easily see mine looking into the air intake.
We are talking about the warm air intake off the exhaust manifold:confused:?

Here is what I am talking about. I believe that when the counter weight is as shown, the flat spot is in the horizontal position with the radius portion point towards the hood. This diverts the heat to the base of the carburetor then to the exhaust pipe. This is done to heat the carburetor until it is warmed up and then metallic spring swings it 90 degrees .

If you turn the counter weight, the flat is vertical and the radius portion is towards the block. This diverts the exhaust to the exhaust pipe. Since my valve is stuck this is the position that I believe it should be in.
I am just asking for verification.

OK-I was referring to the later CJ's.:o SORRY:notworthy:
IIRC-Those work'd off of a heated coil that would turn the baffle.
From what I see-You are correct about positioning.
