Howell TBI Dies in 4th Gear

Hey Guys,
So I've had this issue since i bought my CJ5 . I can accelerate 1st through 3rd gears fine, but when i get to 4th gear, if i push the pedal too far the engine starts to die on me.
These are the following things i've done to try to fix the problem:
1: Replaced all the sensors (O2/MAP/TPS)
2: NEW PCV/Idle Air control valve
3: Bought a rebuilt TBI unit
4: Bought a NOS ECM (switched out the CJ chip)
5: Ran a new return line (5/16th hose) directly to the return port on the tank.
6: Replaced Fuel Pump and Filter multiple times.
7: Checked all the vacuum lines
I'm at my wits end here. Any help would be appreciated.
