There should be a lip for the race to go up against. Press it all the way in.
 
I usually do as you did, flush with the hub surface.

That will be fine as you have it. It doesn't have to be against the bearing and you wouldn't want it to either. The bearing will be pushed away from it and towards the race when it's put onto the tapered spindle. The seal rides against the flat before the taper and the outer edge will never touch the hub, as designed.
 
Thanks guys. Rotors and hubs went on but I have rubbing issues on one side. I think its the dust shield that is a little malformed. I have to see if I can find out where its rubbing this weekend. Hopefully it will all be back together and I can drive it on Sunday when its supposed to be 60 and sunny.
