Error I keep getting error message.

I'm a new member I'm trying to access forums I'll search a forum and then click on it and it says error also I don't know what it takes to have a worthwhile post but I was just trying to download a manual but that's a separate issue

That's not an error, it's asking you to read a thread. Just click the button that's says "You can click here to view the thread".

Do i have to do this for every thread because i already did it once

Only a couple of times. They are a way for the site to direct you to important information depending on where you are in the site. Once you read the information it does not tell you again unless something changes and the admin wants you to read it again.
It is the same reason you may see some notices at the top or little notices at the bottom of a page. Some notices can be turned off and others cannot.
It's an important function because there is twenty five plus years of information on this site and it actually has a lot of great features.
I just added a great function called Garage that allows you to showcase your CJ, no other site has anything like it and is a work in progress.
The top of the information forum has a lot of information on special features of the site and is worth looking at.
