Idle solenoid works but not getting current to it. And where does it get its power? Carb. is a Rochester E2S on GM 151 4 cyl. GM motor [1981 CJ7 ]

It gets it`s power from Idle Speed Switch which is from the splice before resistance wire to alternator (which is keyed Ignition).

Checked wiring all is good, fuse box good. Wondering if the power is coming
from steering column? No power to fuse 3 amp acc.lps lower left side of fuse box. Can't remember if jeep had warning buzzer for keys left in switch, if it did mine does not work, could this be my problem? Not getting power from steering column to 3 amp fuse? And how do I correct it? Thanks
