That seemed to be a popular/common location a while back. I think someone even makes brackets for that. But, it's got to be the worst place for functionality. For the lights to be useful, they have to be aimed down toward the trail. Then, you're essentially lighting your hood.
You'll see hood-mounted lights on rally cars - but always toward the very front.
The most functional locations are on light bars above the bumper, e.g. grille guards - putting the lights at/near the height of the headlights. And the roof - on a rack high enough to allow the beams to clear the hood. But these don't do so well in the woods ;-)
Years ago, I had a couple AMC 150 watt lights mounted on the side-view mirrors. They pointed out a bit - clearing the hood and lighting a wider path. As a bonus, they could be turned by hand kind of like a cop car's spotlight. Albeit with much less range of motion... and that cool handle on the A-pillar
