Relay test??

Having a brain melt moment. Is there a way to test a relay? I have tested the wires on the son's horn (I know it's a YJ, but what the heck) and they appear to all be good. (Have continuity on the wire from the relay to the horn, have power on the hot wire from the battery, and have continuity in the wire to the horn button).
Nothing when you hit the button.

Does it click when you press the horn button?
Check for voltage at the horn wire when you have the horn button pressed. If its there, the relay is good.

Nope, doesn't click. But....
I have tried hooking the relay up straight to the battery and it clicks.

Have to be doing something wrong, just not sure what.

the button grounds the relay as I recall. you should have 12V to one side of the relay coil
