1982 CJ 7 w/304 V8
The CJ7 I recentally bought is a wiring mess, wires here and there and running to no where, splices twisted with duct tape... basically everytihng you might expect from it changing hands so many times. Im new to Jeeps and wiring in general, this might be boiling it down a little too much but could I run a new line from the battery and install a new fuse panel and off that only run what I want such as lights, signals, a few guages, and wipers.

It looks as if there isnt much point in troubleshooting with bad grounds and some creative wiring.

Ok, your 83 came with a computer BUT not a AMC 304 . I'm guessing (almost postive) that the computer is no longer there. If thats the case you should be able to do what you sugested and just rewire whats needed and trash all the old junk wires.
 
I think the two most popular subjects are wiring problems and vacuum leaks.
You need a service manual, actually you need every service manual you can find. Haynes, chiltons, Jeep and you have to study them and learn to use the tools of the trade, volt ohm meters, amp meters, relays, splices, the list goes on.
The closer you can come to what is on the wiring diagram in the book the easier it is to find a problem, in the middle of the night in the rain on the back side of noplace with a half dead flashlight. Remember a CJ is to go where sane people don't go and do things sane people don't do. It is going to brake, make it easy on your self and do it right. from this point forward you can't cuss the PO anymore , if it isn't right it is because you didn't fix it. Welcome to the site:D

Got most of the wiring issues straight, changing out the electronic choke to a manual... everything went good except where the choke plate is it doesnt seal tight and Im getting a loud whistle almost like a colony of crickets, theres a small port that if I put my finger over it the idle smooths out a little, can I just plug the port without it causing any issues?

Its a 2 bbl motorcraft carb.
