Hi, i'm new to the cj world. and i have never done a tiny bit of body work in my life. i'm just asking to see what steps you guys would take to fix this problem.

Thats alot of Cancer.. first you need to cut out all the rust until you get good solid sheet metal. then you will need to weld in patch material, then blend it with a grinder, bondo it, sand it, bondo it again, sand it then bondo it and sand it again, prime then paint it.... or.... fix the rust, treat the metal and paint it and buy a nice set of corner guards to cover up the welded in parts. Then look for another tub with out that much rust and has a tail gate.
 
a paint job is in the near future and after that corner guards will definitely go on to cover up the mess over there. i just want to figure out how to go about treating the rust so it doesn't get any worse.
and a new tub would be great but i dont have the $$ for that at the moment.

You will have to cut out all the rot to get to good medal to weld onto. Once that's done try to remove as much loose rust as you can get to on the inside of the panel. Then buy a rust converter and give it a good spraying inside the body to treat what you cant get to. That will slow down what has already stared the more rust you can cut out or treat with the rust converted the better off. After you get it all reapired spray the under side of the tub with a good under coating or a rattle can bed liner to keep the water from getting into it again. If you've never welded or did body work before hit the Internet. Read as much as you can from reputable source. I went to the junk yard and got a couple hoods and fender and practiced welding in patch panels then applying bondo. I probably burned up 3 rolls of flux core wire before actually working on my tub.
 
Sorry.. To just stop it cut off, use converter, sand area, prime then paint. No mater what don't just prime any area s that you sand to bar metal. Primer is absorbent and it will start to rust again.
