I would just weld a steel tab on your roll bar like one of these.......attache your upper harness point to it with Grade 8 or better hardware and Call it a Day!
This method is an approved way to attache belts for most Racing Organizations.
On typical Racing shoulder harness's a tube behind the cage is normally added and used by wrapping the harness strap around it and then using a strap locking devise.........

It's good that your interested in your safety.......your only a few steps away from making it correct!

Welding is probably going to be the end result, but I'm working my way toward that. I don't actually have a welder as well as I haven't hit my head against the wall enough times yet.

Alright, I just picked up chainlink fence hinges with good welds made of heavy steel designed to clamp onto 2-3/8 pipe. This weekend, I intend to add hardened bolts and nuts with some form of bushing to allow free movement of the shoulder harness pivot.

New hardware for the project.

All grade 8 bolts, washers and nuts. The sleeves are steel. The bracket itself is galvanized mild steel but plenty thick enough.

Sadly, that configuration is not going to work. the washer between the sleeves is not clearing the post. I ground one side of the washer flat and this helped, but then the belt attachment pitched the belt off at a weird angle.

The solution will probably involve a longer bolt, no sleeve within the bracket and an outboard sleeve to hang the belt attachment to so that it can pivot freely.
 
Here's the final config. Simple and solid:

Except for returning some extra parts and putting the plastic cover caps on, I declare this project done.
(Now I need to order new retractable lap belts for the back seat...)

Is that foam padding on the roll bar I'm seeing or wrinkle paint? If foam, Just out of curiosity did you ever peel that foam off of your roll bar to see if the factory mount was in the roll bar?
 
It' acteally super hard ruberized coating like spray-on bedliner for pickup trucks. The tub has one type of ruberized coating and the rollbar seems to have a different type.

In my struggles with the bracket I did manage to break through the coating at one point only to discover just how increadibly tough the stuff is.

I had the same question about having a pre-existing mounting point merely covered up, but I was unable to detect any dimples, bumps, or irregularities in the roll cage coating surface when I inspected it on both the driver and passenger side.

I was hopefull, but it didn't pan out...

Where did you get the belts? I want to do this to my wife's 77 but she just wants the lap belts. Safety first in my mind. My neighbor has an 83 with the 3 point system. I will weld if needed. Just need to find the right belts for the set up.

3-point:

2-point retractable:

Beams Industries Inc Part F0721-63701 - Retractable Lap Seat Belt - 4 Wheel Drive

2-point standard:

Beams Industries Inc Part F0721-63101 - Standard 60" Lap Belt - 4 Wheel Drive

The retractable ones are nice, but they can be a challenge to get the retraction reel mounted.

I went with three point retractable for the front and two point standard for the rear seat. Those standard lap belts are better for sinching young passengers into their seats...
 
Those of you with children and car seats will recognize the following gadget. I' m using it to get the shoulder belt to stop cutting across my neck and better guide it along my shoulder.

It is working quite well:
