steering column security collar

Greetings all,
Am newby to the site so may have been answered before. Have 82 CJ7 just purchased and during key cylinder replacement noticed that the little "rack and pinion style gears" inside that move back and forth are worn down. So much that they key is "sloppy" due to the internal mechanism. Have removed everything down to the collar itself but it is "stuck" and will not pull off. It is loose but I must be missing something. Anyone know the secret for pulling that off so I can replace the little rack gears inside?
