Steering tight but squirrelly at highway speeds
For complete disclosure. My CJ was a 75 mph ride. Now, with a different front axle it definitely is not, but after a few tweaks we will see.

Love the , "Blazing down the highway with my hair on fire." Comment, for those of us that have done it, the imagery is unmistakable.
 
All the steering troubles you've described my CJ was experiencing. Adding 6* shims to the front made my CJ drivable again, I actually bet it is even more stable that it was before swapping axles. On the test run 65+ MPH on I-10 was strangely stable.
 
Went out and measured my shims and they appear to be the 4* version that comes with the RE 4.5" HD lift kit that one of the POs installed.

Lost my notes and don't remember what I measured my caster at, just remember it being within the typical stated range of 4-8. Will have to get it re-measured. Wondering if I should try out 6* shims as you note. It drives fine and would need to wait since I have a laundry list of other things that need to be done first.

Cedar fever season is coming up so it will be time to park it for a while regardless.

Information was available that ranged from 4* all the way up to 8*. I would say, if your CJ is driving and handling well, you are good to go. Not measuring, but the 6* shims are about 3/4" on the thick end.
