Steering wheel piece

Can anyone tell me what the plastic ring is directly behind the steering wheel and where I could get another one? Mine is broken and discolored.

It is most likely a plastic insulator for the horn. The horn relay is energised with 12 volts and the horn button grounds out that 12 volts to make the horn honk. I think you are talking about this plastic part here in the lower left.

Without it the horn would always honk.
Maybe the Tin Medic will be able to help you out.

Here's is a picture. i think that it may be the piece in the lower right in BusaDave's picture. The half that faces the camera is gone.
