Stuck master cylinder

As the title says, I am trying to remove the master cylinder from the firewall on my '74 CJ5 . Removed the two nuts holding it to the firewall and the rod that connects to the brake pedal is firmly attached. Every master cylinder I have seen the rod is separate. It it just maybe stuck or rusted to it or is the rod part of it? Tried to turn it a small amount and it doesn't seem to budge. Don't want to break anything. Brakes are drum/drum if that makes any difference. Appreciate any help getting this off.
