I have two issues im having no luck with. First one is my passenger side turn signal light on the grill is always brighter than the drivers side (both bulb elements are always on) and it flashes properly. The wiring harness, light assembly, and bulbs are all new and i cleaned and grounded it well. Any ideas?

My other issue which is totally driving me nuts is when i hit the left turn signal the horn beeps on and off as the signal flashes. Any help is appreciated.

Trace the horn wire back the dash panel connector make sure it's not grounding to the signal. Typically the horn wire is red with a tracer.
If it looks good to the dash panel connector check inside under the dash. Make sure the horn wire is connected to the horn relay, not the flasher.
 
My bet-Bad GND on the dimmer light side.
I found that run'n a dedicated GND lead from the grill to the fenders, then to the firewall cured the dim light issues I had.
The horn deal is from some mis-wiring being done.

Ok so i traced every wire from horn and lights. Everything seems to be terminated at the correct location and nothing seems to be grounding to the signal wire. I ran a temporary ground from grill - fender- battery.

I reversed the connection on the left signal light and that fixed the brightness ( left side was brighter than right previously). I turned on the left turn signal and got no signal flashing. I tried right signal and the horn blew. So now the horn blows when right side signal is hit and not the left like before.

I looked at the signal connection harness that hangs out the bottom of the steering column-looked ok. Could it be something inside the steering column? I never took it apart to see what is inside.
 
You might also want to get a wiring diagram like what can be purchased from:Prospero's Garage
This way you could trace down the wiring.
They are a bit pricey, but worth it in the long run.
 
I actually have one that i got with my painless harness. The PO had the same issue with the horn blowing (but not the brighter light) and he replaced the switch in the column. I hoped after him changing that and me changing everything else that it would have fixed it.
