'84 CJ 7, 258, 4 speed
please excuse my wording, I'm not really up on all the right terms.

My left blinker works as is it should, my right blinker will only work if I hold the lever in between the center (neutral) position and the fully engaged up position.

Basically, think about hitting the lever with middle finger of you left hand when driving. Push it part of the way up where it hasn't clicked in yet, and the blinker works. Push it all the way up where it clicks in and the blinker doesn't work.

I will start digging into the steering column as soon as I can, but I've seen so much knowledge on the forum I was hoping someone has experienced this and could at least point me in the right direction.

It could be full of dirt and maybe mud. I have found mine like that, after all it is a Jeep. There is not a lot of protection from the elements through that slot on the column. You could try blowing it out with an air hose, but the lever mechanism is probably shot.
 
IGN off, work the TS lever up and down 25-30 times and see if that cleans the contacts off.
This has worked well for me, for many years.

Went out after work with my fingers crossed and tried this... No joy, looks like I'm digging into the steering column this weekend.
 
Dang-Looks like you just may have to go inside then.
Don't forget to disconnect the POS(+)lead of the battery when you start.
