My buddies 83 CJ7 has a weber carb on it. The carb is leaking gas out the base gasket after shutdown. Is t a gasket issues or is the float sticking? Is it hard to rebuild?

Sounds like a weak needle and seat allowing the fuel pressure to blead off past the needle and seat into the carb when shut off. I think it needs a rebuild I have never done a weber so I can't help you there.
That's what I was thinking also. He may also need to get an inline fuel pressure regulator to cut back on the pressure forcing the fuel past the needle and seat in the future. The stock fuel pump puts out a bit more pressure than some Webers prefer.
