The bottom piece is a Transmission torque arm for the T-18 (goes under the Transmission )
The top piece looks like an added brace.

I still believe the bottom piece is a torque arm for a T-18 but it can't be used because of the piece welded on covers the hole for the rubber stabilizer mount. Those two pieces were welded together for another purpose other then what it was originally meant to do IMO.
