What is this hole for???

Have to apologize the image is upside down. I have found a lot of things on the tub that have been filled with bondo/etc. On the rear I found an additional hole that I have no idea what it would be for.
Looking at the image as is, the top is where the tail light will go and the lower hole is for the reverse light. What would the center hole be for? I didnt see any smaller holes for bolts/screws/etc. Initially I thought about a license plate light but there is not enough room for a plate to be mounted there, and the taillight already has provisions for that built in.
Any help would be appreciated. I am contemplating leaving the hole there and using a rubber or plastic plug to fill it in if there is no use for it. Not really a fan of filling it with mud as I found this because it had been filled in and cracked. Jeep will be painted black so I don't think a plug would be all that noticeable.
