Wiper Help ?

On my 77 CJ5 the wipers only work in the middle position on the switch turn it to the left or the right they stop where they are, is this normal ??

it appears to have a 3 wire motor, and someone has changed the wiper arm on the passenger side,

On my 77 all the way to the left is off, next two positions right are low and high. So it could be a bad switch or the motor. I would start checking the switch first. Check the wiring, too.
