wipers inop.

the washer motor works fine but what about the wiper motor? (maybe that's what you ment) Disconnect the linkage and see if the motor works. If it does then the linkage is binding. This is a common problem on CJs. Over the years the windshield frame bends where the pivot mounts. this causes the the motor to pull the linkage so far back that the linkage binds and wont push back.
With the motor still disconnected move the wiper by hand. If the wiper moves and the motor moves but not when everything is back together then I think it's binding.

see part 5? If part 5 and part 6 are too close to being a strait line as the wiper pulls back then the linkage will bind and the wiper will not work even with a good motor. This can happen if the windshield frame where the pivot is mounted is bent.

It is a pretty good idea to check the voltage to the motor. Pull the plug in the wiring and check the voltage to ground on all the pins on the switch side, with the switch on and off.
Do you have intermittent wipers??:D

I wouldn't jumper the wires. There are a couple of ways to test this.
I may have misunderstood you earlier but did you disconnect the motor linkage and try to turn on the wipers? If the motor works like that then everything electrical is working.
Another test would be to check the voltage to the motor. That should be 12 volts when the wipers are turned on.
Do one or both of the above tests and let us know what happens.
