Perhaps take a piece of steel, like 16ga or pretty much the thickest you can cut with hand shears, cut a strip long enough to make the circumference plus an inch or so, then bend the ends at 90 degrees and drill a hole (this will take some trial and error for fit, or or you could make a heavy paper pattern) in each end such that you can run a bolt through and snug up with a nut and lock washer. Fender washers ahead of each hole would probably be a good idea, too. In the picture I can see that the base of the air horn is curved out. This makes me think that the fabricated strap will take on some of that shape as a result of being tightened. I’m picturing the strap being like 5/8” wide, maybe 1/2”. This is what I mean by the trial and error, but I think with patience and trial and error, a functional strap could be fabricated that will secure the air horn to the top of the carburetor.
