Perhaps take a piece of steel, like 16ga or pretty much the thickest you can cut with hand shears, cut a strip long enough to make the circumference plus an inch or so, then bend the ends at 90 degrees and drill a hole (this will take some trial and error for fit, or or you could make a heavy paper pattern) in each end such that you can run a bolt through and snug up with a nut and lock washer. Fender washers ahead of each hole would probably be a good idea, too. In the picture I can see that the base of the air horn is curved out. This makes me think that the fabricated strap will take on some of that shape as a result of being tightened. I’m picturing the strap being like 5/8” wide, maybe 1/2”. This is what I mean by the trial and error, but I think with patience and trial and error, a functional strap could be fabricated that will secure the air horn to the top of the carburetor. Just an idea! Good luck.

I thought just about all that type of stuff was lost a couple of decades back to cash for clunkers. I’m sure out in some stray fields there could be something hanging around. We just don’t have those types of places around here anyway. Maybe up north. Another problem around this area is the hurricane in our area 20 years ago wiped those places out and sent them under water, and to scrap. Maybe a swap meet
