i would like to hear from anybody who has delt with this problem.

Apparently theres a retrofit spring and bolt kit and the problem is not that uncommon to 80s motors.

I thought it was my water pump failing but its the cam touching the inside of the cam cover.

my chain doesnt seam that stretched when i do the grab the lower crank pully and jog it back and forth test.

It is probably stretched, you will also notice indentations on the top timing gear teeth, it is probably one of those nylon tooth jobs also. I would suggest replacing it with a full steel timing gear. When you set the ignition timing previously, the timing marks were probably bouncing around quite a bit also. I was not aware of any retrofit spring and bolt kit.
