73 CJ5 emissions in Utah

My CJ has alwaya passed emissions but this time I am having issues. It runs great and I went ahead and replaced the plugs, wires, installed a new accel coil, check the timing and all looks great. Also ran a can of seafoam thru it. The old plugs wer a light tan color with no build up etc

Any ideas what to try next? Just need to get it to pass then I can tag it as a 40 Plus year old historic vehicle and never have to mess with inspections agian. AMC 304 V8

Many years ago i bought a truck from an older gentleman, it seemed to run like a watch and I was surprised when it failed smog test. The tech at the smog station leaned over and said to go out and "drive it like you stole it for 20 minutes, then bring it right back". It passed, and the truck seemed to run even better than before

It could be time the carb needs an overhaul, if not hole has a great suggestion.
