One of my good friends in 8th grade was skateboarding over to his grandma's house to cut the grass. A rock on the street caused him to loose his balance and hit his head on the curb. It cracked his skull and they had to remove the top right part of his brain. He lost his speech ability, still has the mindset of an 8th grader and his parents have had to care for him even though he's now in his 40's.
I'm sorry a tragedy like that happened to your friend. Growing up as a kid in the 70's/80's you always heard terrible stories of a neighbors kid dying in a car wreck, or getting his hand blown off from playing with fireworks. The difference between now and then is today people feel that someone needs to be blamed. It's the companies fault for not having airbags. It's the cities fault for not installing safety rails. We need to pass laws and sue companies to protect our children, but were does it end? Are we creating a generation of bubble kids who aren't aloud to have fun anymore, because it's too dangerous? In the America i grew up in we accepted that the world is a dangerous place, but there's nothing you can do about it. You just have to hope you're lucky enough to get through it fairly unscathed.
