Clutching at straws

Still having clutch issues. No matter what I can not get the clutch to tighted down to the fly wheel.Tried a new clutch and still same issue. The shouldered bolts are my only thing I have not changed. After the resurface the bolts have to be hitting the shoulder of the hole. I am going to try new bolts. If that does not do it could I use internail locking washers on the bolts to take out the slack. The new clutch is 6 or 8 tho smaller. I think that is were my problem is.
