Right stick should be the front axle and have low, high, and neutral.

Left stick is rear axle with the same options. Right stick can not be shifted into high gear without the left stick also being in high.

Thank you! So, I should not be able to put the left stick in neutral and the right stick in high? Which is what I was trying to do.

Yes, I can do that. Just not front in high, while the rear is in neutral.
 
I have the same setup, except different Transmission (700R4). Left stick is rear axle with back being high and forward being low, neutral in center. Right stick is same for the front axle. So 2H high is left stick back and right stick centered (neutral). 4H is both sticks back. 4L is both sticks forward. Front wheel drive only would be left stick centered (neutral) and right stick forward for front axle in low - useful when rear is slipping and you want only the front to pull you out.
 
I’d wager that there’s some slop or adjustment necessary in the linkage for the right/front stick.

Or, is this something that only happens when the Jeep is at rest? If so, a bit of rotation to the front driveshaft while moving the front shifter definitely helps things to operate correctly.
 
Please be very careful when using your twin stick. Many remove the safety pills so you can do a dig. But that allows you to place a high and low range in gear at the same time. That equals an explosion.

Thank you to everyone, I figured it out. The problem was me and not knowing that I couldn't put the front in high without the rear also in high. I was tracking down a noise (still am technicall), and had removed the rear driveshaft. I assumed I could put the rear in neutral and the front in high and drive it to see if the noise went away. Now I know I can't do that and have to have the rear in high at the same time as the front.

Once I learned that, the right stick went into high no problem. The noise I am hearing is almost like a grinding noise when I let off the gas going about 30 or 40 mph. I am 95% sure that it got better when I replaced the rear u-joints, so I am going to do that to the front driveshaft as well.
