If you have eliminated fuel as your problem I would look at the ECM too, Here I go again..The FSM has the test prodedure using a simple ohm meter(if you don't have one get one you will use it often). The thing about the FSM is you get one for your year Jeep and it does cover the different models for that year but not over a ten+ year time frame so you don't have to sort through all the unrelated material and it is in greater depth than a Chiltons for example.
If you still have your old fuel filter cut it open and it will tell you about whats been in your tank and if it's bad enough your new filter could allready be choked up.
