Frame Frame rail rebuilding question

Does anyone know if these can be used as a template to rebuild a frame rail?

I need to do the whole rail on the drivers side starting from a couple inches before what these cover to the end. The slip on patches only do the start and end of the wheel arches but I need to replace the middle of that too. Maybe get 2 sets of these for inside and outside the rail, then I just need to build the top and bottom?
Does this make sense?

If they slip over the rail they should work as a template.
