Fuel pump install question: gaskets ?

Engine : F134 hurricane
3 speed gearbox
I just removed the old fuel pump from CJ5 (engine F134 Hurricane hurricane). I am about to install a new fuel pump.
The old system had a spacer in between block and the fuel pump gasket. so I want to install that spacer also again back in place. The new fuel pump only come with 1 gasket.
My question:
1) DO I need to have a gasket also between the block and the spacer or can I just use some RVT paste (silicone gasket maker) between block and Spacer.
2) is it true that the spacer is there to regulate the fuel flow/fuel pressure
-if you dont put the spacer in - Fuel flow/pressure is hight then with it
-if you put in the spacer in the fuel flow and pressure is a bit lower ans help the carb to not have situation of over delivering fuel to carb.
