Fuel pump pressure varies

- 1979 Jeep CJ5 with '72 304 V8, MC2100carb,T150 trans, AMC20 rear diff with locker, Dana 30 front diff, Dana 20 Tr Case, Procomp Springs, Gabriel Ultra shocks.
Will a clogged filter or line cause the fuel pressure to climb? I have a pressure gauge after the pump but before the carburetor. I noticed that the pressure gauge showed nine pounds after turning the engine off when it normally runs 5-7. I'm guessing that there is a clog somewhere after the pump because the engine is stumbling. I have a filter before and after the pump. I only have about 30 miles on the pump and I'm hoping I didn't get the wrong one.
