HUB Issue

First time poster, so I hope I've attached the photos correctly. I recently purchased a 66 CJ5 . Fhead 134. Had the engine rebuilt rather than converting to a 6 Cylinder as I'm trying to keep it original.
4 wheel drive doesn't work. I believe I isolated the issue to the HUBS. Can spin front drive shaft by hand when not in 4x4 and axles are turning inside HUBS. Cannot spin axle by hand when in 4x4 so I don't think it's a Transfer Case issues, and since axles are spinning inside HUBs it seems to be a HUB not locking issue.
2 questions:
1. Are "free-lock" style HUBS the same as "Selectro" style? I can't seem to find a single image of "free-lock" HUBS but my HUBS look very similar to the "Selectro" images yet say "free-lock" on them. Image I hope is attached below.
2. Would you agree that the "sliding gear", sorry don't know the official term appears to be worn out in the second photo? Not much spline left on it in my opinion and seems the majority has been worn over the years.
If I manually turn the front drive shaft, the shaft at the HUB turns, and now amount of "pushing" on that gear will allow it to connect/lock into the HUB. It bottoms out without engaging.
Also, I purchased from the original owner's son, and he gave me a folder about 5 inches thick of every receipt for repairs. Original bill of sale to last oil change. I see nothing about HUBS so I assume these are the originals. The father used Jeep a daily driver for 20 plus years, and has about 250K miles on it best I can guess.
