I spent some time yesterday removing a rusted out toe support and got a closer look at the rear cargo supports. Apparently, Jeep used the same support in both areas and I missed the fact that there is a third nut under a piece of sheet metal. Still don't know why the furthest rear nuts have a through hole into the cargo area.
 
When I don’t have my back seat in I just install the bolts with anti seize and the threads are protected.
 
When they are in the truck, they have a harness that is attached to the head rest otherwise both of them would try to be in my lap.
