My 81 CJ5 has the four holes on either side of the rear tub behind and above the rear wheels. I assume these were for mounting the jerrycan holders? They look like they are factory. I'm not really interested in putting jerrycans on the sides.

Have any of you dealt with these?

There are various types of hole plugs that you can stuff in those holes, anywhere from plastic to stainless plugs. On my CJ, there are many types of hole plugs. I would suggest a button head stainless bolt for that exterior application so you can remove it if you find a need to.
 
They could also be for a spare tire carrier.

Thanks guys, for some reason, I didn't think about just popping some bolts in there and calling it done.

My CJ doesn't have the tailgate, so it has a spare tire mount on the back.
