Beware if it is a Carter 1 bar. YF YFA Float Level can act up and cause similiar problems. However the Empty Bowl is a dead give away if runs rich (black smoke and carbon fowled plugs NOT OIL FOULING but fuel.)
Verify Fuel is jetting into carb when the throttle is pressed. Even if it is Very few mechanics are aware of the Check Valve in the pump housing top cover. There will be a small hole into the cover and its output is into the pump cylinder and the diaphram. There is a metal Check Valve Ball inside this cover housing. A small piece of trash or worn seat can cause many of the problems I see expressed here. Since this cap must be removed from the pump housing cover to replace or repair the ball or seat it us often overlooked or not know to exist.
If you rebuild the carter YF / YFA dont overlook cleaning by blowing cab cleaner through this Valve. Should only allow fuel to be drawn in when the pump is throttled. Many unsuccessfully rebuilds of the YF YFA Carters are because of this valve. Kits dont mention this valve and is very common problem when a dry bowl, bad or rough Idle, hard starting after sitting, running rich and carb backfiring problems are found.
