So, I can pay $100 for a new speedometer with zero miles and that is OK, but rolling mine to zero is wrong?
Actually, there is a place to say the mileage on the odometer is not the actual miles.

I didn't say it was wrong, I said it was illegal.
And I have a new speedo in my CJ, and it reads about .9 miles on it. But tampering with a speedo is illegal...

The key in Minnesota is - you can replace it, but then on the title you also indicate that.
There is no place to indicate - I turned the mileage back. . . .
With CarFax, it's pretty easy to get caught.

Mechanical speedometers have a turn isolator inside of them so that when the speedometer cable turns backwards (going in reverse) the miles don't go backwards. Like mylittlecj5 said, it's illegal to tamper with an odometer.
Replace is legal, manipulate the numbers on one (forwards or backwards) is illegal, period, end of discussion.
