A few other problem areas:
The speedometer (on the dash) itself may be buggered.
The speedometer gear (inside the Transfer Case ) may be buggered.

The speedometer was like that when I bought my '75 CJ last year. I solved it by installing a new Omix speedometer for about $100 or less. Or you can buy the one I kinda wished I had bought instead for $497.25. It all depends on how much money you're willing to part with.
