Well, I'm assuming they're not stainless if they've rusted. But I've had good luck with a wire brush drill attachment and mineral oil. Good luck!

Right....but they're the pseudo-stainless handles, not black. I'll give the brush and oil a go...thanks!

Fine steel wool and oil, water, coke, some kinda liquid.
I like fine steel wool and soapy water.
Do a small test patch unless you plan on painting them.
Some methods will scratch/dull the surface.
