Turn signal problem
That parking brake connector plugs into a switch which grounds the circuit out and turns the light on the dash cluster. The connection is located just behind where the e-brake cable goes into the underdash linkage. That ignition switch that you have circled is just part of the ignition switch wiring. The rest of the switch diagram is located just below and the right on the schematic.
So should both wires be connected to the ignition terminal on the switch?

It may be missing or I'm looking in the wrong place, but I couldn't find the e-brake switch. I'm not real worried about it. I just didn't want a wire dangling next to my feet.

The other wires that are part of the ignition circuit, should they be connected to the ignition terminal on the switch?
I touched the wire going to the blower motor on the ignition terminal with the key on and it started blowing air, so I'm guessing they both should be connected then.
 
Did you ever get the turn sig issue resolved?
 
Yes, I posted pics above.
I found where the PO had spliced in a 6" piece if speaker wire on the wire going between ignition switch and fusebox.
Connected wire directly to switch and blinkers started working, but still no hazards.
I found a corroded connector behind the fusebox last night and now my hazards work also.
Now I'm on to the exhaust issue, lol.
