ok, i just got back in the states and about to order a 4.0 head to do my swap and i cant find the Tim Weaver article anywhere? does anyone have a working link or a copy of the article they can send me? thank you

So I looked for the article you mentioned.

All I could find was a copy on The Archive.Org (the wayback machine).

Most pictures weren't archived for whatever technical reason, but the text looks complete.

I also found Tony Carricaburu's 4.0 Head Conversion article - with surviving pictures - using the wayback machine.
